Notice of Race and Sailing Instructions

NOTICE OF RACE
ORGANISING AUTHORITY
The racing is organized by OMYCsailing under the auspices of the Yacht Racing Association of Thailand. They will be held in the waters off the Ocean Marina, Na-Jomtien unless otherwise stipulated in the announcement of the respective regattas.

1. RULES
1.1 The Regatta will be governed by:
The Racing Rules of Sailing
The IRC 2009 (2010 after 1st June 2010) Handicap Rules Parts 1, 2 & 3 (IRC-C),
The OMR rule for Ocean Multihulls,
The Platu Class Rules as amended by the NCA,
This Notice of Race as amended by the Ocean Marina Yacht Club Sailing Instructions 2010.
1.2 Between the hours of local sunset and sunrise the International Rules for Preventing Collisions at Sea shall apply.
1.3 The ISAF Special Regulations Appendix J, Category 5 Special Regulations shall apply to all keelboats and Ocean multihulls. Regatta specific safety requirements will apply to all other classes. These shall include, but may not be restricted to the following: yachts must carry an suitable engine and adequate fuel, anchor and towing lines as well as lifejackets for all crew. The participating yachts must adhere to reporting schedules, minimum drinking water requirements, if any. Additional safety rules, if any, will be available from the organizing committee before the each weekend of racing.
1.4 All yachts must have a functioning VHF Marine Band Radio, capable of monitoring channels 16 and 72.

Advertising on a boat or by its crew is permitted in
accordance with the ISAF advertising code, formerly
known as Category C.
1.6 The Organizing Committee may require all participating boats to display the event sponsor's advertising on the first 20% of the hull and 20% of the mainsail boom and to fly a sponsor's flag of maximum size 500 mm x 750 mm on the backstay

2. ELIGIBILITY AND ENTRY
2.1 The Regattas will have the following divisions subject to entries received. The organizing committee reserves the right to adjust the classes and fees as it may deem appropriate.
2.1.1 Class One. Keelboat Racing Class.
2.1.2 Class Two. Cruising Class. Monohull and Multihull Cruisers
2.1.3 Class Three. Ocean Multihulls. Trimarans and Catamarans of a size, type and condition acceptable to the Race Committee with a valid OMR certificate.
2.2 The Race Committee may change the above eligibility factors and number of classes based on its analysis of the entries received.
2.3 Where yacht specification falls between the above parameters owners should consult the Race Committee on class placement.
2.4 Application for entry shall be made at Ocean Marina Yacht Club latest 1 hour prior to the start of the first race of the respective weekends. The entry fee for all classes is Thai Baht 800.- per weekend unless otherwise stipulated in the announcement of the details for the respective race weekends.
2.5 The entry fee excludes participation of the skipper. An additional fee per weekend of Thai Baht 800.- is payable at the time of registration for each crew member and/or supporter participating in any of the official functions of the Regatta.
2.6 IRC or OMR current certificates or completed application forms for the rating together with fee, should accompany entries for relevant classes.
3. SCHEDULE OF EVENTS
The announcement for each race weekend shall stipulated the schedule of events, how many races scheduled and other relevant information.
4. COURSES
A description of courses to be used for each individual weekend will be issued in a printed Course Book, any changes to these courses or courses not described in the Course Book shall be posted at least one hour prior to the first warning signal of the day. The courses may be inshore, coastal and inter-island at the discretion of the organizers. The course(s) will be chosen to take into account the prevailing, or forecast weather conditions on the day of the race.
5. PENALTY SYSTEM
For Class Three rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
6. SCORING
6.1 The regattas will be scored as provided in Appendix A of the Racing Rules using the Low Point system.
A drop rate of 20% shall apply in each regatta, ie. if 5 races are completed one discard will be allowed; if 10 races are completed, 2 discards will apply, etc. There shall be no drop if only four or less races are completed in any series.
6.3 Change of skipper during the series may be allowed, subject to the approval of the organizing committee.
7. HANDICAP SYSTEM
7.1 Class One - Keelboat Racing Class. (IRC and PHS divisions running concurrently). Two separate sets of results will be produced using both the IRC Handicap System and OMYC Performance Handicap System (PHS), run concurrently. All yachts with current IRC certificates are eligible to compete in both the IRC and PHS divisions. All keelboats without current IRC certificates are eligible for a result in the PHS division only.
7.2 The OMYC PHS handicap system shall be used for Class Two.
7.3 The OMR handicap system shall be used for Class Three.
7.4 Yachts shall submit their respective rating certificate or rating application no later than 5th January, 2010. Yachts racing under OMR must declare the handicap number under which they intend to race in the regatta, which shall include the allowance for the crew weight. Alteration to a yacht’s certificate or handicap may be permitted after this date, at the discretion of the organizers. The organizers may at their discretion decide, whether such change to the yacht’s certificate warrant that the yacht be consider a new entry in the series.
7.5 The Organizers may make alterations to the above classes and handicapping systems at its own discretion. In particular the Committee may elect to use a performance handicap system for any or all Classes.
8. INSPECTION
All yachts shall be liable for inspection in accordance with applicable safety and measurement requirements.
9. JURY
9.1 A Jury shall be appointed in accordance with RRS Appendix M.
9.2 Decisions of the jury shall be final as provided in rule 70.5.
10. AWARDS
10.1 A trophy will be awarded to the winning yacht in each class.
10.2 Second and third place prizes will also be awarded in each class.
10.3 Other prizes including prizes for individual races and class results and line honours may be awarded at the discretion of the Organizing Committee.
11.0 DISCLAIMER
11.1 The Organizing Committee, the Race Committee, the Regatta sponsors and their representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk.
11.2 The Yacht Racing Association of Thailand hereby prescribes that advertising is allowe pursuant to the ISAF Advertising Code, formerly known as Category C. However, prior approval of the Organizing Committee of the Regatta shall be required for any advertising in addition to that permitted by ISAF.
11.3 Without limitation, the Organizing Committee is expected to disapprove any advertising it deems in conflict with Thai laws or customs and may disapprove advertising in conflict with the products of event sponsors.
SAILING INSTRUCTIONS
ORGANISING AUTHORITY

2. IDENTIFICATION
2.1 All boats shall carry an identifying number of at least 2 digits on the mainsail.
3. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official Notice Board located at the Ocean Marina in the glass Gazebo outside the marina office.
4. CHANGES IN SAILING INSTRUCTIONS
4.1. Any change to the Sailing Instructions will be posted by 20:00 hours on the day before it will take effect, including any change to the schedule of races.
4.2. Late changes may be made on VHF Ch. 72 prior to the warning signal. Code flag L will be displayed on the committee boat.
5. SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed on a flag mast at Ocean Marina.
5.2 When Flag AP is displayed ashore, “one minute” is replaced with “not less than 60 minutes” in race signal AP
5.3 When a visual signal is displayed over a class flag, it applies to that class only.
6. SCHEDULE OF RACES
6.1 Races on Saturdays : First warning signal 11:00 hrs
6.2 Races on Sundays: First warning signal 11:00 hrs
6.3 Any change to this schedule will be announced at 20:00 latest the day prior the start of racing.
7. CLASS FLAGS
7.1. The class flags will be:
Class 1 - Keelboat Racing Yellow
Class 2 - Cruising White
Class 3 - Multihulls Pink
8. RACING AREAS
8.1. The racing areas and courses will be provided in a printed Course Book, any amendments to the courses or courses not contained in the Course Book shall be posted before 09:30 on the day of sailing and described at the briefing and posted as per the Notice of Race.
9. COURSES
9.1 WINDWARD-LEEWARD COURSES - This course, formed by two, three or four marks, will be as shown in the diagrams/course descriptions as outlined in the Course Book. The weather mark, Mark 1, will be moored in a range from 1 up to 2 nautical miles from the leeward mark. All rounding marks shall be left to port.
9.2 COASTAL COURSES - Coastal courses will be as shown in the diagrams/course descriptions in the Course Book or if amended or not contained in the Course Book announced before each race, and include areas off the Ocean Marina and the outlying islands.
9.3 The course number to be sailed for each class will be displayed by the numeral pennant or board on the committee boat at or before their warning signal.
9.4
At the start of passage races,
when
Flag W is displayed with the course number, the
first mark of the course will be a mark to
windward of the starting line. This
mark shall be rounded
to Port if a red flag is displayed below Flag W,
and to Starboard if a green flag is displayed. The
second mark of the course will be the first mark in
the course description. If a W flag is not flown,
the first mark of the course will be the one listed
in the course description. This section does not
apply to Windward/Leeward Courses; those
courses will be sailed as described in the Course
Descriptions.
10. MARKS
10.1 The marks of the course will be inflatable buoys or islands and navigation aids as identified in the course illustrations.
10.2 The start /finish marks will be an orange, white or red round buoy.
10.3 If at any time a buoy should become unserviceable, it will be replaced by an alternative buoy or by a Committee Vessel displaying Flag "M".
10.4 Failure of a mark boat to be in position shall NOT be grounds for redress. This changes RSS 62.1(a).
11. THE START
11.1 Races will be started using rule 26 with the warning signal given 5 minutes before the starting signal.
11.2 When a second race for a class(s) is started on the same day the warning signal of the first class to start will be preceded by the display of a postponement signal for at least 5 minutes. This instruction will not apply after a general recall or abandonment.
11.3 The starting line will be between a staff displaying an orange flag on the Starting Boat at the starboard end and the port end starting mark.
11.4 A boat starting later than nine minutes after her starting signal will be scored Did Not Start. This changes rule RRS A 4.1.
11.5 Boats whose warning signal has not been made shall keep at least 100m all round clear of the starting line. Boats that infringe this Instruction may be protested. If the jury decides that an infringement of this Instruction has occurred, it may penalize the offending boat by disqualifying her or by adding a time penalty to her elapsed time or it may determine that no penalty is required.
11.6 At the start signal any boat observed to be on the course side of the line (OCS) will be recorded and the “X” flag displayed in accordance with RRS 29.1
The race committee will endeavour to inform competitors as soon as possible.
12. CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
13. THE FINISH
13.1. The finishing line for the Windward-Leeward and Coastal courses, will be between the staff displaying an orange flag on the Finishing Vessel at the starboard end and the port end finishing mark.
14 PENALTY SYSTEM
14.1 The provisions of RRS 44.1 and 44.2 shall apply for all Classes, except for Class 4 for whom the rules changed so that only one turn, including one tack and one gybe is required.
14.2 Unless otherwise prescribed in these Sailing instructions, The Jury may award a scoring penalty as an alternative to DSQ. The penalty will be at the discretion of the Jury. Rule 64.1 (a) refers.
15. TIME LIMIT
15.1. The time limit for passage races shall be 16:00 hrs for the first boat in each class to finish. The remaining yachts in each class will be allowed 120 minutes to finish after the first boat in their class has finished. Boats finishing outside these limits will be scored "DNF". This changes rules 35 and A 4.1.. A change of time limit for passage races may be amended by an amendment to the Sailing Instructions for any specific passage race issued in accordance with the NOR.
15.2 The time limit for the windward/leeward courses shall be 2 hours or 45 minutes after the first boat in each class finishes.
16. PROTESTS and REQUESTS for REDRESS
16.1 Protest forms are available from the race office. Protests and Requests for Redress shall be delivered there within the protest time limit.
16.2 For each class the protest time limit is 90 minutes after the last boat in the class has finished the last race of the day.
16.3 Notices will be given within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be heard in the approx. order of receipt, in the Jury Room at the times given. Verbal notices shall be allowed.
16.4 Notices of protest by the Race Committee or Jury will be given to inform boats under rule 61.1(b). Verbal notices shall be allowed.
16.5 Requests for redress or reopening of a hearing will only be accepted up 30 minutes after close of protest time on the final day of racing.
16.6 Decisions of the jury will be final as provided in rule 70.5
17. SCORING
17.1 The Low Point Scoring System of Appendix A will apply.
17.2 Change of skipper during the series may be allowed, subject to the approval of the organizing committee.
18. RADIO COMMUNICATION
18.1 A yacht shall neither make radio transmissions whilst racing nor receive radio communications not available to all boats except as described in SI 18.2, 18.3 and
18.2 No boat shall instigate radio communication from 10 minutes before the first warning signal until 20 minutes after the last start. Refer to Notice to Competitors No. 1.
18.3 A yacht retiring from a race must at the earliest opportunity notify the Race Committee of this by hail, message, VHF on Channel 72 or cellular phone on the number provided by the committee .
18.4 Approximate GPS positions of the principal laid marks of the course are provided in the Course Book, any changes may be announced prior to the first warning signal each day.
18.5 Any radio communications by the Race committee, any naming or misnaming of boats &/or their numbers, colours, designs, logos, or shapes cannot be used as evidence in any redress hearing.
This changes rule 62.1 (a).
19. SHORTENING COURSE
19.1 The Race committee may shorten course in accordance with RRS 32 (2009-12) and/or as changed by this SI.
19.2 For the purposes of this SI, the mark at which the course is shortened shall be referred to as Mark S. The Time Limit will be from the time the first boat rounds Mark S plus 120 minutes or 1800 hrs., absolute .
20 . AWARDS
20 .1. An award will be given to the winning yacht in each class or division.
20.2. Second and third place awards may also be given in each class or division.
20.3. Other awards, including awards for individual races and class results and line honours at the discretion of the Organizing Committeee.
